托马斯·威尔·鲍肯二世（Thomas Weir Pauken II）是中国CCTV.com的评论员和编辑，曾是总部位于新加坡的亚洲新闻频道的定期撰稿人。他在为媒体撰写文章时使用笔名Tom McGregor。

他在美国得克萨斯州的达拉斯出生和长大，并获得了美国新罕布什尔州梅里马克的托马斯·莫尔文学院的政治学学士学位。

他的文章发表在《福克斯新闻》，《中国日报》，《韩国先驱报》，《韩国时报》，CCTV.com，《亚洲新闻频道》，《人造卫星新闻》，《天主教世界报道》等杂志上，并作为电视节目的特别嘉宾评论员出现，讨论CGTN和RT。他常驻中国北京，专门研究中国的地缘政治，中美和欧中关系以及亚太事务。

他撰写了两本书：《美国与中国：从贸易战到新加坡世界科学出版社的对等交易》和《中国的突破：外国语言出版社在北京的惊人的科学和高科技发展》。在即将于3月26日举行的SCLA中欧投资论坛中，他将做《推进与欧盟加强联系的中国之路》主旨发言。

Thomas Weir Pauken II is a commentator and editor for China’s CCTV.com and former regular contributor to Singapore-based Channel News Asia. He uses the pseudonym Tom McGregor when penning articles for the media. 

He was born and raised in Dallas, Texas, USA, and graduated with a BA in Political Science from Thomas More College of Liberal Arts in Merrimack, New Hampshire, USA.

He has articles published in Fox News, China Daily, Korea Herald, Korea Times, CCTV.com, Channel News Asia, Sputnik News, Catholic World Report among others and has appeared as special guest commentator for TV shows to discuss world news on CGTN and RT. 

He is based in Beijing, China with expertise on the geo-politics of China, US-China & Europe-China relations, as well as Asia-Pacific affairs. 

He has authored two books: US vs. China: From Trade Wars to Reciprocal Deal by World Scientific Publishing in Singapore and China Breakthroughs: The Amazing Scientific and High-Tech Developments by Foreign Languages Press in Beijing.

In the upcoming SCLA Global Forum on China-EU Investment (to be held on 26th March), he will be delivering the keynote speech on China Path Forward to Promote Stronger Ties with EU.
